Belcan Workforce Solutions are currently looking for a Cost Engineer on a permanent or contract basis for our client who are an international engineering and professional advisory company. The position is hybrid and can be based in the clients Warrington or London Office. A contract position would be an estimated 12 months.

The contract position has been deemed Inside of IR35.

Successful applicants will be required to be Security Cleared prior to appointment and must meet eligibility requirements to obtain UK Security Clearance.

Job Summary

To define the appropriate cost management processes in coordination with the commercial team, define the cost breakdown structures and apply EV techniques to analyse trends, identify baseline deviations and facilitate corrective actions informing adequately the senior management team. Have a great understanding of change control & the effects of upstream & downstream contractual changes.

Key Responsibilities

  • Define and develop the CBS and Control Accounts and coding structures
  • Facilitate the implementation of the cost management system
  • Develop cost management procedures and its integration in the Project Controls Handbook
  • Coordinate the linkage between the programme, the estimate, the financial and the cost management systems
  • Coordinate with PCM to define rules of credit and agree value weights on programme activities or deliverables & link to the cost management system
  • Update the Performance Management Baseline (taking into consideration the change control process)
  • Conduct cost checks, analyse trends, identify risks and communicate to the senior management team
  • Liaising with the different stakeholders throughout the project lifecycle to ensure adherence to the cost management processes.
  • Coordinate & report EVM & EAC variances.
  • Support with the preparation of presentation materials for the monthly Performance Measurement Updates

Technical Competencies required

  • Strong numerical and cost reporting skills
  • Ability to use IT systems including PRISM, Microsoft Word and Excel
  • Understanding of contract types and how to compile contract documentation
  • Very strong understanding of techniques for project planning, risk management, cost control & change management.
  • Good knowledge of Primavera P6
  • Expert knowledge of EVA techniques
  • Understanding of Aconex Cost System
  • Strong knowledge on NEC contracts mechanism
  • Understanding of risk modelling principles

Qualifications, Certifications and Experience required

  • Previous experience in Cost management using cost reporting systems
  • Previous experience in construction and deep understanding of other functions within Project Controls
  • Degree in Quantity Surveying or Engineering
  • Experience of working with clients in the public sector
