Belcan Workforce Solutions is excited to offer a contract opportunity for a Cost & Contracts Engineer at the Fife site of a multinational oil and gas corporation.

This position is for a 16-month contract, offering full-time on-site work within an IR35 framework.

About the Opportunity

The Cost & Contracts Engineer will join the Turnaround Team in preparation for a major plant shutdown scheduled for August 2026. This is a pivotal role supporting the planning, estimating, and execution of turnaround activities, ensuring cost control and contract compliance throughout the project lifecycle.

Key Responsibilities

  • Develop and steward cost estimates and budgets for the turnaround project.
  • Collaborate with planning and procurement teams to ensure accurate cost planning and contract setup.
  • Monitor and report on cost trends, deviations, and forecasts.
  • Support change management and benchmarking activities.
  • Lead contract oversight, ensuring compliance and minimizing contract leakage.
  • Facilitate stakeholder engagement and present cost justifications to leadership.
  • Develop and implement contract policies and procedures.
  • Manage contractor relationships and lead Supplier Relationship Management (SRM) meetings.
  • Assist in resolving contract disputes and performance issues.

Skills & Qualifications

Essential:

  • Bachelor's degree in Engineering or equivalent professional experience.
  • Proficiency in Excel and related software.
  • Strong communication, negotiation, and presentation skills.
  • Experience in cost estimating, project planning, and project controls.
  • Ability to manage cross-functional teams and adapt to changing priorities.

Desirable:

  • Experience with estimating software and AACE estimating principles.
  • Chartered status with a recognized professional body (e.g., ICE, CICES, RICS, CIOB).
  • Background in commercial or operational roles.
  • Demonstrated experience in contract management and stakeholder engagement.
